I think I get it now thank you Tarsier79, it is ballanced the air lifts just the weight making it top heavy and it flips over.

i don't get how spiteri water pump works, in the center is air and weight, the air lifts the weight but then the weight pulls the air back down?

but why is the "plan view " there? its not an important detail or shape, this added drawing has always confused me, does it matter that it is thicker at the axial. it would work the same as a curved pipe or flat square bar with weight at end.

well this forum could be to figure out why it works we still need the physics to go with the wheel
as most people tell me its impossable with no reason.
