This has GOT to be fake.
You can see the dead moment where the arms form an X which coincides with a negative push from the wheel riding the ramp but the wheel still drives through uninhibited. And the speed of the wheel is utterly uniform.

Cant agree with that Jim. If its swinging through 5 6 7 o'clock at 40 rpm and 5.5' radius its going to require more force to lift it directly upwards than if it were standing still.A 100Lb weight always weighs 100Lbs
