I would say kind of. By that I mean if your device can conserve momentum without caring about distance then yes.
If both big and small masses are acted by the same but opposite forces, newton's third law holds. Then the second law says they would accelerate with different rates.

greendoor, when researching I find many more articles explaining how pm is impossible or ridiculous then success stories. One even suggested to ban pm tinkering by law. Little has changed since but I tend to ignore. Bessler must be raping them in hell by now.
