John's post mentions applying torque on a time basis not a fraction of the revolution. I'm sure we can all think of examples where torque is applied for many revolutions at a time. I can't think of an example off hand where the time of the torque application remains constant through acceleration tho...

Insertion isn't really the problem with this type of thing. It's displacement. The tower wouldn't need to move. As long as the open bottem stays below the water line of the reservoir and you have an airtight removal system, you'd only have to push the float down a little under the wall. The problem ...
