If the wheel span too fast, whatever was shifting inside could been "locked" against the outerwall because of the centrifugal effect. Like cars driving in a vertical loop.

"And when a pound drops a quarter, it flies four pounds four quarters high"? Use a reverse double pulley system. Reversed, as in you pull the pulleys apart instead of pulling the rope to pull them together. This comes at the cost of needing at least 4 times the force. However, one can add...
