Just a quick Idea that came to my mind:
You say that the pendulum was probably necessary to
build a counterforce when the wheel was not under load.
Wouldn't it be possible, too, that it could not run at all,
when it did not perform work ?

I want to refer to one of Kellys statements concerning his wheel. Weights that are only descending, can only mean that they are falling constantly. This can only be achieved by centrifugal forces.
