Oh yes the "rating system"... For concise usage, It requires the participation of all who participate or wish it would go away. Sometimes it only takes one opinion to change ones attitude and/or behavior.
Just this Sunday morning the wife were quiet and thoughtful, sitting around the breakfast table when I said to her unexpectedly,
"When I die , I want you to sell all my past received Christmas presents including my hand and power tools."
"Now why would you want me to do something like that" she asked.
"I figure a woman as fine as yourself would eventually remarry and I don't what some other asshole using my stuff."
She looked at me instantly and said: "What makes you think I'd marry another asshole?
Oh! well, its just one persons opinion.

FWIW charge a fee,( when its not required i get lazy) i'll pay, and i guarantee the first time someone loses $20 membership fee because they get voted off the island won't come back without rethinking their behaviour. Also lower the number of votes required to expel member.

It has to be, because if otherwise, how then could the really bad troll pests be dealt with collectively/summarily, as needs be?
Ralph seems to have a set policy for his use of rating buttons. Perhaps we all might improve oursleves on the matter by creating and instituting ones of our own and then sticking to them, and thereby eschewing any passions of the moment.

It's flawed and serves no purpose.
There are a number of problems other than sock puppets.. Like useless trolling, useless members, useless posting, thread hijacking.
The rating system can be used to eliminate the cause and effect of these time consuming posts. When the responsible posters rating start dropping, they might catch the drift!
True! How much integrity can one give to a person that wishes to hide behind a pseudonym on a member only forum? Do not misunderstand me, I have no objections to pseudonyms as long as we can refer to their given surnames or know who we are communicating with via private mail.WORST than all is to deal with nickname guys in this forum!
