Dear raj,
A simple mechanism to solve the speed doubler problem.
The main wheel have some grooves (gutters) like a peacock, where some rollers are inserted, located at the arms top of the green cross.
In the animation below only the green cross is linked to the grooves of the main wheel.
The second cross (in white) is free, just centered on the main wheel axis, and linked to the green cross, the replication being assumed by the dark blue rods (in different planes).
Then you can attach your primemover to the main wheel rim and to the white cross arms.
The below animation is based on four arms crosses: the flowerbowl is based on the same concept but with a tripod.
On a practical point of view and for a mechanical stability, the main wheel can be located in the middle of two such as mechanisms.

I'am not dead yet, but I still continue to think despite some heavy health cares.
Just an addition to the previous animation for the COG maniacs: turn clockwise the whole animation within 90 grades, so far the COG will oscillate around the 6:00 keeling point.
But in any case the speed doubler mechanism is still valid.

The final assembly of the speed doubler is shown on the animation below.
The two pulleys (gears) are linked by a belt (chain) to save the same rotation motion (two direct gears will invert the motion).
The disk in green is centered on the main wheel axis, but without any axle (the rollers in yellow must be free to pass through the center of the main wheel in light red).
Another interesting design could be to let free the center of the yellow disk, oscillating around the 6:00 keeling position by the mean of an arm rotating on the main axis, and add a freewheel on this arm in view to forget the counterwise torque.
The next step should be the implementation of your dual legs design.

It looks like it will have a lot of friction Path.
Note that rather than using gears, you can simply use two toothed pulleys, the green pulley attached directly to the red wheel and twice the size of the yellow pulley, but both pulleys smaller in diameter than shown so as to fit in the space required, and with one toothed belt or chain around the two toothed pulleys (sprockets). This would simplify the mechanism while providing the same functionality.
Also, this would reduce the friction.

The most important point is not to multiply by two the rotation speed (wich can be easily done by two pulleys like you suggest), but to get two disks rotating independently on the same axis what is not assumed with your suggestion.

More than happy to explain how this Speed Doubler is expected to work.
The larger circle(1) is the drum wheel, with inner circle(3) as its inner rim and dots(10) are pegs at 45 degrees interval on the inner rim.
The smallest circle(2) is our second wheel, of half the diameter of the drum wheel(1).
The perpendicular lines with the rectangle(8) is a pendulum which will always keep its upright position, because of its heavy bob(rectangle).
The cross lines(7) is a very light crossbar that can rotate on its axle fixed on the top end of the pendulum.
Broken lines(9) are strings attached taut at the ends of the arms of the crossbar and to the outer rim of the smallest wheel(2), at 90 degrees intervals.
Now!
When the drumwheel/large circle(1) is rotated 45 degrees, the arm of the crossbar, on the ascending side, will get pushed upwards 90 degrees, by the tops pegs on the inner rim of the drumwheel, and which will, in turn, pull on string on the ascending side and turn/rotate the second wheel 90 degrees, making wheel(2) rotate at twice the speed of wheel(1), on the same axle (speed doubling effect).
There you have it, my dear Path_Finder.
Could you kindly make an computer animation/simulation of this new speed doubler mechanism.
