Does has this engine any chance to be a runner?
IMHO the floating corks (creating a bulb inside the tank) have a counteraction with the rotation.
I cannot imagine why nobody though on this before, including myself? It is so simple!...

I find bringing that old design up entertaining. LOL Yet there is something to think on. The water distribution in only a trade off with the extending weights. No gain. But if you can find a substance that will float up and be the same weight of the water distributed? It may have a chance. But I believe there is a physic's problem here.
