sorry Raj, but I do not think it will work. Water displaces itself in the continuing process of seeking its own level via displacement. Your mass in wheels 3 & 5 will seek and find a happy equilibrium, and all will be static, you may consider wheel 3 a sunken buoy and wheel 5 it's anchor.

Food for thought....My opinion is: All the designs I recall you putting forward, and come to think of it, all gravity designs I recall are missing the one most important factor that is seldom mentioned.
I believe there has to be an actuator of some sort. I recall something along the lines of "if only it had legs...." The force/weight needs to be applied, then removed, then repeat, just like you do when walking or pedalling. Although you might think this can be achieved with pendulums, you still need to control and sustain the action. And I guess to achieve this you probably need an excess of energy from somewhere...

Here the water in my wheel is in a confined container, sharing the confined space with the two inner wheels.
In fact my idea is to use water as a WEIGHT with continuous changing of its COM inside the drum wheel, as it rotate.
The COM of the drum wheel is on its axle.
The COM of the comdined two inner wheels connect with the bar is point(9) directly below axle of drum wheel.
The water (weight) is LEVEL inside the drum wheel, but share the lower half space inside the lower half of drum wheel with the two inner wheels.
Is the space occupied by the volume of water (weight) inside the drum wheel symmetric?
So WHERE is the COM of the water (weight)?
Where is the COMBINED COM of the drum wheel, the two connnected inner wheels and the water (weight)?
Should not the drum wheel initially turn a little by itself by the effect of gravity because of the position of the combined COM?
Should the drum wheel turn a little, would the two inner wheels stay stuck to the rim of the drum wheel OR would these two inner wheels roll downwards on the descending side to seek the lowest point of their combined COM inside the drum wheel?

If wheel five is an air sealed container and held down by a weightier wheel three, it is obvious that yes, your center of liquid mass is to the right of the axle.
Put it on an undersized support and it will fall over, because it is heavier on one side, but what you do not seem to understand is that there is nothing here to make the wheel turn.

I too am also in the middle of building a fluid (hopefully) activated machine, no problem with that! Problem with your design is that I do not see any continuous changing in its COM, it is one sided I admit, and will if given the chance take a nose dive, but it will not turn as long as wheel three holds wheel five in place.In fact my idea is to use water as a WEIGHT with continuous changing of its COM inside the drum wheel, as it rotate.

I don't think it is even one sided. Your float will tend towards being directly above your weight. The weight and the float will equal the density of water displaced. If the density(mass / area) is equal on both sides, both sides weigh the same.

Can you explain the last 10 seconds of your video for us then?

The last 10 seconds is roughly the time I remove the pair of scissors to the end of the video.
As soon as the scissors are removed, the drum wheel begins to roll by itself, knocking the first object in front,and other objects on the way and slows down at bit, but continue to move slower.
When I did the test without the objects in front, it rolled much smoother.
Unfortunately, the drum wheel is a plastic container and the two connected inner wheels' axles are two long screw bolts and nuts, and therefore they tend to roll unparallel after a while, and rub against the side of the drum wheel.

Hmmm. Im not sure why you got that result. It is late here, and my logic has come full circle, and now my brain hurts. Theoretically, I think it should balance. It appears from your video that it doesn't.
