I did finish this but found out that my water ports is plugged. It will leak water because of how much plastic is over lapping. I do need to rethink the fill holes. If I can insert a straw into the bellow then I could suck all of the air out of it. And I think I know what's plugging the water ports. I used some thick washers and caulking where the floor of the bellow is thin.
This might cause it to leak a little more but if I can refill it easy enough, that'd be okay. And for the paddle design, I can see how much force is required to rotate my current build 180°. Then it would be known how much a paddle would need to accelerate the wheel for it to work.

You don't and I never said so. You do disrupt by your lies and attacks with BS. I have never hit your red dot for just posting a wheel or idea. But as soon as you start your crap I hit it.
As for you leaks in your wheel. I would suggest a book on plumbing for references. Also your bellows need side supports or they will balloon out as you press them.

The picture shows the 3/4 in. dowel I'm using. It will be a lot easier to fill the bellows this way. I think I have some 1 in. diameter o-rings. If so, then with a little permatex will have a good enough seal. I think with something like this, securing a nut in the wood might work better. Then a bolt could be used as a plug. And if this works out, I've already designed the next generation of bellows.
edited to add; am letting the water proofing dry, should be able to test it tomorrow. Not sure if anyone is interested in the math but I am anticipating the top bellow opening slowly. I checked a flow rate guide and for low pressure, about 7 gpm which translates to about 3 seconds. So if it works, about 10 rpm can be expected.

That wouldn't work. If you read my previous post, I needed access to the bellow so I could vent it. A wooden cap works just fine. As things are, I am going to be hoping that I am recovered enough from my medical issues to go back to work. I don't get paid unless I work. You don't have to worry about that.
As the picture shows, I've taken my bellow assembly off. I will be focusing on finding work but will go strictly according to hydraulic theory. This means a riser pipe that is 2 inches in diameter and bellows that are 3 in^2 surface area.
This will give a static head pressure of 0.7 or 12 ounces. And if the bellow has a surface area of 9 in^2, then 12*9=108. And that is 6.75 lbs. of force.
With a 1/2 in' riser pipe, the surface area of the bellow is about 60x greater. By going to a larger diameter pipe, there is a better ratio. Instead of 60:1 it lowers to 3:1.
What is nice about these dimensions is that 6.75 lbs. is a manageable amount of force for this design and is in agreement with hydraulic theory.

If you where dealing with hydraulic drives or water pumps you would be correct. But you are doing a simple back and forth transfer of fluids. If you had the T in the middle facing to the 3 or the 9 position then turn to plug up and where the pipe is setting at the 3 to 9 position then have the lower bellows bladder expanded and upper one compressed and fill to top of the threads and screw in plug. To empty just reverse these actions. You would have all the fluids you need and less possible leak points.
You may be trying to over engineer this simple system. But that's OK for you are doing the build, and I respect the build.
PS here is a simple device that can be use for bellows for this type of wheel. just use them in pairs.

Talk about a condescending attitude. You are arrogant. The air pump you show wouldn't work very well. The link is to hydraulic principle. Maybe you should take time to learn it ? It does apply to what I am doing.
