The drawings below may suffice as describing concept.
The main idea is a wheel on horizontal axis kept in rotation by 8 identical cylindrical weights resting/rolling inside grooved broken spokes constrained to be on circular orbit/path around axle by swinging hooks/spokes from the 6 o'clock position for 270 degrees rotation and for the next 90 degrees rotation to complete one revolution of the wheel, the weights change their circular orbit/path to elliptical orbit/path on the lower quadrant of the descending side back to the 6 o'clock starting position, by the action of strings wrapped round diametrically opposite weights and the two pulleys on fixed L-shaped arms outside the wheel.
The novelty here is the use of strings and two pulleys to allow weights to change their positions, first to roll away further from the axle and secondly to return back closer to the axle within 90 degrees in the lower quadrant, i.e following an elliptical path from the major axis to the lower minor axis.
Is it worth boggling our mind on this concept?

You might me on to something here, but I just couldn't make out
what is happening by looking at your drawings.
Which way is the wheel turning, CW or CCW?
Diagram has too many strings. Yes, every string is attached to
something, etc. Perhaps you could highlite or BOLD just
one "set" of strings to help make out what is attached to what.
Where are the "grooved broken spokes"? What do they do??
I see some weights dangling from pulleys on the right side.
Is this what you mean by "change their posiitions"?
Where is this "elliptical path"?
