Brings to question?
What is the distance a two weights have to travel, to make a seesaw move?
How much greater is the distance of travel up and down, compared to back and forth?
Could a series of seesaws, with a slight movement back and forth, pump a wheel?
Could a portion of the distance up and down, be used to shift weights back and forth?
How much of the torque dropping does it take, to shift the weights on the previous lever dropped?
What is the time frame previous lever has to lift, to be next in line to drop?

Another question? does it take the lifting force of stompers, to shift the weights on the seesaws? Or is it used to cause a delay in the movement.

No this is nothing like what I am talking about, more like the old Chinese mill, where a series of arms are lifted by a water wheel, but the other way around! The arms turn he wheel.

Bessler's wheel worked even when it wasn't connected to the stompers.

Gravity is acceleration, you cannot control acceleration by attaching weight to a wheel, they have to be intependent of the wheel, where the torque produced by a dropping weight, slowly lifts, at a much slower acceleration.

F=MA
If mass is the same acceleration is the only change!
Using 180 degrees to lift and then drop 180 degrees by putting weights on a wheel is not possible! You have to slow acceleration by more than 1/5 th, and only drop a weight that does accelerate the wheel.
Most efficient lift vs most efficient drop!
Slowing acceleration of lift reduces the force of lift, drop has a set acceleration.
