Okay guys, thanks for the input, it has triggered my mind to logically solve this problem.
I can chuck out the magnetic theory now!
It all has to do with the properties of a gyroscope.
Any oscillating body, whether turning or contracting like a tuning fork, will resist rotation at right angles to the axis of rotation.
So in the moon's case it resists any axis of ration relative to the earth because that would cause a gyroscopic property to develop.
Wow! finally solved thanks.
After reviewing this solution I thought, hang on, what has gravity got to do with a gyroscope.
Had I missed it!
Then I realized, yes it does, because gravity does the stretching, elongating the mass every half cycle which creates the gyroscopic property, that resists the axial revolution of the moon in relation to gravity...I nearly missed it...phew!
