The "..and perpetuates on its own"-addition should make that statement a bit more Unambiguous.
We sure don't want that "something that works" happening only on Paper, in One's Head, by privileged Belief, Conviction and Hope, or for no Good or Bad unrelated reasons.

That addition does contain the Freedom to spin it up at Turbine speeds, if One thinks that helps. But after that it should be on its own.

Note that "Perpetual" is already Over-Unity with its ability to overcome friction.
Note two too that some definitions of "Perpetual" also include a "until its part breaks"-clause.
... there lies perhaps a possible Exit-Strategy, only to make it a bit of a maintenance nightmare for One's non-flying Saucer.

Everyone knows you cannot get energy from gravity alone.

Bessler worked hard to teach this lesson in the MT's so no one would ever have to repeat his experiments and try to beat the Law of Levers and produce energy directly from gravity - this has been a loser for 300 years.

The wheel is powered neither by gravity or motion. It is a bi-state (binary) oscillator possessing low and high energy states that work together, stairstepping off each other to higher and higher energy values.

It is the symbiotic relationship between gravity and inertia that causes the motion (and only at the process boundary conditions), not a single element.

All elements are required, none can be left out.

Gravity is then only employed as a transit mechanism to translate mass from one energy state to the other.

It is not consumed only borrowed and returned, but is essential to the mechanism.
