Kerry Waenga has posted one drawing of his wheel. I bought all of Kerry's intellectual property rights concerning wheels back in the summer of 2018. He should not have posted that drawing. The posted animation has 8 sets whereas the original drawing has
5 sets. When I looked at the 5 set idea it looked like the right side would
be heavier but not quite as much in the 8 set version. And the 8 set version might be bottom heavy.
I am going to manually manipulate weights to this
pattern to see if it wants to rotate. If so then I will go on to full embodiment.
I assess a wheel as to whether it is bottom heavy first and then what makes the set for rotation and the reset so that another set can start rotation.
The set is usually easy but the reset pays the cost and is the killer.
So what I do is make one set with a balance weight at 180 degrees to see
if there is any real hope. Then if hopeful I proceed with more sets.
I realize that the spring is a part of the reset which is unique to what I have
worked with.
The trick with the spring reset is what I call a variable lever. As the weight leaves 9 o'clock and nears 11 o'clock the leverage is reduced to 1:1 and the spring will then pull and shift the weight past noon where 3 weights will be to the right of the axle and 2 to the left....
The other thing I noticed in all of my attempts is that one set will work
alone but when others are added there is not enough to keep them all moving.

Norman (nebolinger), If you do build something akin to Kerry Waenga's designs or anything with springs, be aware that "hardware store" springs that are cycled as often as he suggests will stretch after one revolution beyond their initial specs and will continue to stretch even more. You should use Chromium-Vanadium or Chromium-Silicone springs because they don’t stretch with usage. Just a suggestion!

I have more hope. Using a Phun simulation I crudely placed 4 weights on
a wheel and then pretended to spring shift the 10:30 weight clockwise to noon and the wheel rotates. Then when it gets to the bottom it should self reset and
be rebalanced so that the another weight can continue that rotation.
I may try this on algodoo but that is a stretch for me.
I would start with 4 weights but 5 would probably be better to
break the symmetry.
Factors that I noticed.
1. reset with gravity/leverage as weight leaves 6 o'clock
2. about 10:30 set unbalance with spring/variable lever shifts mass past axle causing rotation
3. pivot away from axle may help
4. 5 segments unsymmetricalizes it a bit.
