While investigating Murilo's Device and the M.T. drawings I came to this belief.
Overview
I found that if you create a disc 1 m radius. Then create 19 holes 100 cm radius.
Their center position is at a radius of 0.8m.
After that place masses, Ball Bearings 42 cm radius, in the distribution shown in the image.
It looks possible to use the height difference to move the Ball Bearings to cause a rotation.
The movements
The top right Ball Bearing can be rolled down a duct/tube placed on the disc.
This would cause it too roll towards and above the center axis.
As it rolls forward the keel point also moves which in turn increases the Ball Bearing height.
Then the bottom right Ball Bearing can be rolled towards the bottom right vacant hole [at the 6 o'clock position in the image].
This may need to be done with an external ramp.
The final part is to roll the top right Ball Bearing towards the top right vacant hole.
This may need to be done with an external ramp for this second stage.
Then repeat.

It appears there needs to be 2 Ball Bearings present that are in transition.
This in effect follows the collapsing and expanding chain process seen in Murilo's Device.

Any intelligent comparison with 'avalanchedrive' will show that all PM turning wheels are only baby's toys!

I understand why you would say this has no resemblance [semelhança] to your design.
I just want to look at a simple version where a disc supports masses close together on one side.
That is like your chain compressed on the left.
Then having the same disc supported masses separated on the other side.
That is like your chain extended on the right.
Now we can show the disc will want to turn anti-clockwise.
Also the right top mass has height to move down and across to the top left.
And the bottom left has height to move down and across to the bottom right.
By proving this movement it also proves your design as they are equivalent.
P.S. It also give me something to learn Blender 2.8 [3D modeling software].

Now I can see that you understand well my design.
The wheel you present is, overall, beautiful! Indeed! Linda!
My avalanchedrive offers many active pressure points, so as others that may be used to 'drive' the masses/energy/time.
All device is 'responsive' or resonant!
The main fail I faced is the WHEEL with hooks from below. My metal model fails to hold all stuff.
I hope someone else will try to make different stuff...

a swinging will allow a movement from the center and in addition an movement to the center. So you have then asymmetric torque.
Look at both sides of the wheel.

While learning Blender 2.81 I am looking at Murilo's concept and related items.
Those related items are MT50 - MT44 from maschinen tractate.
Now I looked at these and just passed them by; however there are several on the same principle.
Your principle is worth investigating, as your are doing.
This section needs another look. The MT50 - MT44 appear to be weight imbalance more than swinging asymmetry.
