I will give you an example with fuel.
Fuel is an energy storage, being in a tank standing on the ground it does not move. So the fuel is not the prime mover.

if you put this fuel as a mass to the wheel, it is also not a prime mover.
It will be only a prime mover if you put the mass on the wheel with the correct angle.

So you have 2 possibilities..
the mass has an offset to the center of gravity and a potential energy.
in other words you have stopped the wheel, when you remove the stopper the wheel will start to rotate, the wheel rotating is self starting.

The second condition is you have mass above the turning point in the form of potential energy.
In this case you need the action, starting with a push/pull to get an offset to the center of gravity, to let the wheel start the rotation.

The prime mover is connected inside of the wheel with the wheel and is the driver of the wheel.
But not as you think, the prime mover is pulsating.
