A good paradox is the way to new understanding.
However; think about the paradox not from the wheels put from the perspective of the ropes.
The black outer wheel needs more rope length being passed to it than the red inner wheel is supplying.
Good out of the box thought experiment.

One thing that is infriguing me about this angular momentum paradox concept is this:
We have two identical wheels on separate horizontal axles geared with one another in some way, such that when the first one to turn one revolution, it makes the second wheel turn two revolutions and when the second wheel is making its first revolution, while the first wheel is still in its second revolution, the socond wheel will be forcing it to make two more revolutions at the same time, because of the seemingly perfect gearing.
This is obviously impossible.
Hence we have a paradox.
