An example of conserving momentum is the attached image. Of course the weight rotating upward could also generate momentum.
Lead is 11.35 times denser than water. A cylinder just needs to have 11.35 times the volume of the lead weight and it will be neutrally
buoyant. If the bellow has 22.7 times more volume then the lead weight swinging upward, it would generate about the same torque
as the weight swinging downward.
With even a small build the water in the tank can easily weigh 400 lbs. And with the image shown, guides would control the movement
of the bellows. And the buoyancy/torque would be greater than any rolling resistance from bushings riding on guides. Just too easy.
The actual answer is that leverage allows for force to be generated. Then when a wheel rotates the wheel or its axle has torque.
This is why I've always used trigonometry. And with anything from the unit circle to a graph, there's + and - x values. Then when you
consider +x + (-x) = n.
An example is that 1 sin30 = 0.5, 1 sin 45 = 0.707 and 1 sin 60 = 0.866. With a wheel, using a cos x = n works better. Then
1 cos 30 = 0/866. That means when a weight has rotated 30º downward it will have a force relative to 86.6% of its mass. And when
swinging up from bottom center then 1 sin 30 = 0.5 shows 50% of that weight's mass relative to force.
Then if you consider 0.866 - 0.5 = 0.366, that's the net mass relative to the axis of rotation. Then if you want you can get into
net mass * 9.81m/s/moment of inertia and that should give you the rate of acceleration.
There might be a way using magnet fields that's fairly simple.

This is me being a jerk. Around the central part of the magnetic wheel are many sets of magnets always north to south, right side up and upside down.
That is the armature. And with the field windings, likewise always north to south, right side up and upside down. And when the armature passes the field coil it will turn around and around as it plays the field.
Does anyone care to guess at what I am describing? Are you familiar with Tesla's A.C. alternator's principle of how it works? The basic way that magnets work? Do you know how to get magnets to dance? And this is something that could be an invention which means it can be patented. And to avoid being accused of scamming someone, if you know how to get magnets to dance then you know how to spin them.
