It is called Tausi Malak and is a Holy Figure of the Yazidis or Yesidis which are a Religious Group in Arabic, remember Bessler travelled the Arabic world in his Journeys, where he became the Idea to work on a Perpetual Wheel after he got contact with a Rabbi,

Although I tend to think Bessler was comparing the beauty of his wheel to that of a peacock, knowing how he usually combined two meanings within one clue, there maybe some additional information in the image. Interesting that the peacock seems to be standing in a wheel.
