Oligarchy malignant or maligne?

The word first appeared in ancient greece meaning 'Ruled by the Few'.

When you think about in that is 99% of how we are ruled.

The few that are in a position of ruling; Is it for 'We The People', 'The Popularitate' or 'The Oligarchy'.

When does an Oligarchy go from maligne to become malignant?

What are the signs?

Note It's odd in Europe there are symbols of two headed Eagle that looks in two directions and in North America it's a symbol of an Eagle that can look in two directions.

There is a common thread of working for or supporting the people. And yet is this thread enacted?
