Two made it more powerful etc, so to repair the wheel while it still turns, means to me, he took a pair of mechs out, then reinstalled them later, increasing the power output again to full level.

This is not a patent, but rather an application (20050905597) for a patent. This is something like what I said might be happening with Darrell's wheel. The weight flexes back as it hits the ramp. I sure it will not get issued without some proof to the patent office that it works. They will reject it saying it is unworkable perpetuual motion.
