I feel like I have to make it up.
Here we have a mass spring system drop 1/4 circle.
If we attached a small weight to the big weight, the torque profile have greatest dip at the bottom.
If we wired the small weight with pulley and strings. The torque profile is greatest on the side.

Hi Leafy !
Take a look about “half pipe skateboarder’s physics” ,then play his performance….with his mechanical equivalence ( elastic/spring mass pendulum ).
With a spring you can play/add and release …the rotational inertia

One moves closer to the center the other moves further from the center.
They takes turn gravitating each other.
They barely move with one crossbar.

By adding 4 stoppers mid way, one way net torque is achieved. This wheel should turn counterclockwise.

There seems to be a longer imbalanced on one side than the other

Never mind, they seems balanced. I now believe conservation of energy is there for a reason. It might be possible, but I decide not to tamper.
