Yours seems like a prime mover, mine is a prime stopper. lol
If the whole system is able to stop itself (instantly), that means all the momentum is transfer into something inside the drum. But that something is of smaller mass than the whole system. It’s like a 2kg mass transfer all its momentum to a 1kg mass. lol

Forget it, 300 years is enough.
Supposed we have this mechanism (similar to MT13). We try to use a motor(bottom gear) to lift the red weight(top gear). Either you turn the motor left or right, you’ll spend the same motor energy to lift the red weight to 12 o’clock. Now what if the whole wheel is turning right (clockwise)? It means the top gear act as a pendulum. The bottom gear see the top gear turn counterclockwise. If we turn the motor right to lift the weight, we spend more energy because we have to catch up the speed of the top gear. If we turn the motor left, we spend less energy to lift the weight.

also, if you turn the motor to the right, you help accelerate the wheel while you are lifting. When you turn it to the left, you decelerate the wheel while lifting the weight. It just depends where the energy comes from and goes to...
