A balance,is an instrument for determining weight,especially by the equilibrium of weights suspended from opposite ends of a horizontal bar.
The same bar and weights can play an unbalance state for a short moment ...and even more...
Then,supposing that we intend to get self motion from gravity...
if we can play a simple bar...why we need to "imagine a wheell"?!
