I think that when there are two on these long lever mechanisms on a wheel in opposition to each other, they sort of cancel out each other's motion somehow.
Why don't you try placing two of your mechanisms on a wheel as I did and see if you can get more than one rotation out of it? If you can not, then most likely no number of these on a wheel will produce continuous rotation.

On 7/6/06, I found, in any overbalanced gravity wheel with rotation rate, ω, axle to CG distance d, and CG dip angle φ, the average vertical velocity of its drive weights is downward and given by:
Vaver = -2(√2)πdωcosφ

If the latch and release can be worked out....and no doubt it will. The graph from the wm2d test showed around 30 rpm....small push to start, bi-directional, accelerated start.....

Either on your wm2d design or the actual build, the test is simple. To avoid counter action of forces, where the release happens with the one arm for max energy input...time the second arm to do the same, at that exact same spot, and they will not counter each others movements but will add to the combined energy of the wheel.

JJHI have built the prototype with 2 arms, 2 plumb bobs, and rubberbands, instead of springs, it acts almost the exact same as the wm2d computer model simulates

I believe your approach is correct, a simultaneous hand off must occur then inertia does the rest...
The effect is likened to spinning of a basketball on one's finger, initially you have to tap the ball with your other hand a few times until you get the ball spinning. After you reach a certain speed single taps at the right itervals preserves the balls momentum.

Hmmm......
Could be right...I found to maintain the rotation speed all you have to do is transition the weights at the 12 and 6 position which hardly takes any energy ( pardon me for a very vague use of the word ) however to gain momemtum the transition needs to take place past 12 and 6....With one arm or 12 the picture is an overballanced wheel because you are moving the weights further on one side than on the other from the hub. If I am seeing this correctly.

Did not know where to post this but thought some would like it. I have heard many say a smaller weight can not lift a larger weight with out the weight doing the work, traveling a longer distance....here is one way to get around it. It wouldn't take to much of an imagination on how to turn it into a working wheel.....but I could be way off base. Tell me what you think. I have heard others say they also can do the same, so, hopefully we will see more pictures or wm2d examples of this, to solve the BW. If you want me to attach the wm2d file.....just ask as usual.

Thanks for asking. I noticed many people are looking at this but no one is making a comment...probably because they don't understand my design so here it goes.
What is it about the toy page...it made me real curious for many reasons but was it an attempt by Bessler to state a theory of his machine or was he trying to actually show designs of how it worked..maybe some day we will know but until then we will have to be satisfied with dissecting parts in hopes of putting it all together.
The little men with hammers are balanced no mater what weight they hold and so are a perfect upside down pendulum kept in motion by the scissor lift, how all this comes together who knows but all I did in my drawing is replace the men with wheels, the hammers became levers to raise the ball weights, and instead of using 2 counter weights found under the men, I just used one. I used the anchors on the rectangles because to move them all you have to do is drag and drop to change their position. If you use rivets you have to highlight rivets and the rectangle to move them. So as the counter weight pulls the right wheels edge down the weight should be countered by the weight it is trying to lift but it is not because of the bar under the 2 large wheels....also a counter weight assisting the whole movement....in the form of a pendulum, allowing a smaller weight to lift the larger. I will post the program for you to help you understand if you would like.

But looks like you are entering the realm of symetry, I like it.

Jon, I don't know how you could put that in a wheel, can you apply that same work over a greater distance?!
