This will probably sound far-stretched but, hey.. Why not ..
Bessler sounds spooky in his poem.. He refers to god and sounds esotheric..
Is it possible that his wheel only turns when you DON'T see the mechanism !?
Sounds like quantum theory and shrodinger thought experiments (Dead/Alive cat) ..
Briefly, in the quantum world, everything exists as potential reality, nothing is determined until observed..
If you don't observe, the result is probability.. Could it be possible that a macroquantum phenomena exists and permits the use of force because of no observation ?!
Maybe that cloth that kept the secret was the prime mover!? ;]

If we accept this theory.. Than a possible working wheel would be one that is more susceptible to work, or has a greater chance of turning ...
What can be defined as observation !? .. Interaction of parts?! ..
Parts would have to be isolated one from the other to keep them from adding up into the probability, thus conceiving isolated chambers one from the other..
I know this sounds creepy...

What I meant, was that observation is more than a human hearing or seeing something..
Interaction would be a better term ..
Granted this is quite unreal, but aren't you all seeking Bessler's wheel, a perpetual motion machine which is by all known standard stupid, impossible and illusionary!?

I am rather biased to believe that Bessler's wheel turned, but what was turning it and hidden inside was not a wheel.

This did not set well with me, so I shaved Fuzzy Wuzzy of his hair.
Now Fuzzy Wuzzy has no hair, so fuzzy Wuzzy is not so fuzzy was he.

Fuzzy Wuzzy was a bear, and like most bears he slept in his bear skin I am told. When I slept in my bear skin, I caught a h--l of a cold.When a bear shits on the forest floor, you could still step in it, even though the bear ducked behind a tree for privacy.

On the other hand, your idea reminds me of probability theory for some reason...
Is it possible that his wheels directly & straightforwardly involved some kind of pure, raw, abstract, standard, yet ingenious mathematical principle right on our level of physical reality?
Or it was just another version of the magical ark of the covenant! 8]
