I like to have a name, for the following mechanism. How can we name it that anyone understands easyly what we are talking about.
Two cylinders, carrying an excenterweight each, connected with springs, one weight up, the other down.

Look like a weeble-wooble car.
When my sons were little they had toys called 'weeble-woobles'. I don't know if I spelled tha name right? These toys were little people with rounded bottoms. There were weights in the bottoms that made the toys always stand up. But they would wooble around before coming to a rest.
Your mechanism looks like a car that would wooble forward and back when let go. I see you put rubber bands on the wheels for friction!

That looks like a neat little vehicle!
Maybe you can call it an unbalanced-wheel-set; I like weeble-wobble car as well. Can you get this device to roll very much?
I wonder if you can apply this idea to the wheel; since they are working in pairs and looks like they are unbalanced.

this weeble-wobble is in balance, I showed it under well balanced too.
But put it on a lever, and you will see what will happen. During motion, the forces on the lever, left and right, are not equal any more.
This is a part of the inner mechanism of the wheel.
