Some of our institutions, like democracy, encourage bullying instead of discouraging it.

Dems: I want a lifetime supply of kittens!
Repubs: I want a lifetime supply of puppies!

Which democracy are you referring to Scott?. There are many different kinds - from it's origin in the Middle East (Iraq/Iran), to it's adoption by the ancient Greeks, through to the incredibly varied modern versions. It's a broad term.

Ah, you prefer Mencken's view of democracy. In response to your question, or was it a statement, I can't tell...

How do you discourage bullying, favoritism, greed, selfishness, etc in/of an institution?

a: Remove people.

b: Remove freedom.

Which would you choose?
