my wheel turns for 160 times without changing direction.
there are no motors or springs!
if any parameter is changed (even little) does not work.
I do not know why turn so long.

Here is your file with some changes - upped the accuracy from 8 frames a sec to 100 - tracked system CoM [see how it looses Pe over time by loosing height] - see graph of rotation of main wheel [added low air friction to simulate some frictional looses, it had none] & it stops rotating in about 12 secs & reverses etc ad infinitum until it keels.

The size and weights are a little impossible. When using WM2d, I always use rulers and grid lines, and watch the weights. With a wheel this size, air resistance will affect it significantly.
I love the dual chaos pendulum in the centre.

Yes you could ship it to the moon but you could not escape some bearing friction losses which means the CoG/system CoM of the whole wheel will oscillate beneath the center of rotation [CoR] until it reaches its lowest height & least Pe gravity - that's the keel position where it is balanced & CoM is lowest vertically beneath the axle.
P.S. I use air resistance on low as a quick & dirty approximation of ALL frictions, that is, if I have a sim that that doesn't loose energy, & it won't loose energy if it has no frictions ;7) - basically the program is doing exactly what you tell it to do.
