More seriously, you can't exclude the possibility of some sort of thermal behavior if there is direct sunlight onto a black surface with small pipes containing water, and water circulation/convection. Not in this particular case, but in principle.

Can you imagine that Bill ? A flap wheel with solar oven on each paddle, and turkey on spit roasting in each of them ? Downunder where I gather BBQ is a religion, you could get rich real fast with a device like that.

Fan for sure. Notice when "he" moves the camera past at 25 secs the device slows for a moment. This is most likely when he passes in front of that fan.

If you're going to write laws of perpetual motion, wouldn't they have to be opposite of the laws of motion?
Which are:
First law: Every body remains in a state of constant velocity unless acted upon by an external unbalanced force.This means that in the absence of a non-zero net force, the center of mass of a body either remains at rest, or moves at a constant velocity.

Second law: A body of mass m subject to a net force F undergoes an acceleration a that has the same direction as the force and a magnitude that is directly proportional to the force and inversely proportional to the mass, i.e., F = ma. Alternatively, the total force applied on a body is equal to the time derivative of linear momentum of the body.

Third law: The mutual forces of action and reaction between two bodies are equal, opposite and collinear. This means that whenever a first body exerts a force F on a second body, the second body exerts a force −F on the first body. F and −F are equal in magnitude and opposite in direction. This law is sometimes referred to as the action-reaction law, with F called the "action" and −F the "reaction". The action and the reaction are simultaneous.

The laws of motion predict the behavior of the special case of bodies in circular motion. The measurements of bodies in motion and circular motion verify the laws. If we try to write perpetual motion laws, the first one would sound something like "bodies never remain at rest, and forces cause bodies to come to a rest." Sort of like Bizzaro-world in Superman comic books.

Dear Agor95,
I don't think this wheel is actuated by a fan, as suggested above, because the cameraman turns around the wheel, and in front of the wheel the wind should be stopped by his body, which seems not to be the case.

IMHO this could be an 'impact' design, because the wheel seems to be very light and - may be- almost perfectly balanced. Nevertheless the torque could be very low, and therefore this wheel should be not very usable (just look at with a beer in the hand).

I agree with you, the balance is almost perfect.
There is only a slight variation in the speed of rotation.

Also the energy being used to keep the wheel in rotation is small.
So this could be a possible example of a ‘Law of Perpetual Motion’.
The effect is entertaining but not an energy generator in the commercial sense.

If we analyse this with the pre-condition that this is a working and not faked, then we can focus on a possible energy source.

Also we can pre-condition the analysis by stating the device, without the black paddles would not rotate as long as it shows.

I am stating that so we can focus on another possible source other than an 'impact' design.

Observations

1. The paddles drop at speed on the right.
2. The paddles are raised up slowly on the left.

This should cause a difference in air speed on either side of the wheel.
It would be good to see the air movements.
Smoke is used in wind tunnels for that purpose.

I think that is the area to look for the possible energy source.

Maybe others reading this could put forward what would happen based on the observations above?
