Here is where I'm at. While working on a simple design for Mr. Diamonds bouancy wheel I had a brain storm which did not work. I thought for a while I had something, but I was wrong. So for you edification here is what happened.
I was thinking of a way to eliminate the piping and i came up with a really simple design. A pipe was capped on both ends with steel weights. This was put inside another larger water filled tube. Two of these units where mounted on a single axle so they could rotate end over end. When they rotated the inner tube(s) would keep sliding to the bottom each half rotation.
My calculations (which had errors) showed that with the torque one the upper end was greater than the torque on the lower end. But with the design I had it took over a hundred mathimatical calculation to find the results. And I was doing these on an HP 48SX scientific calculator and keeping results on paper. I did calculations on three different models. Two of the three showed a positive torque.
I did an experiment. I used a 25 inch long board as a balance and to represent the outer tube. I used two pieces of steel 1.25 x 1.50 x .375 thick to repesent the steel. I used two pieces the same size but .062 thick to represent the water.
I know the weight ratio of water to air is 7.8:1 and my ratio of large piece to small piece was 6:1 so I was near the same ratio. By placing the pieces of steel on the balance board I simulated the water and weight shifting from on end to the other. The 'top' of the board would drop when the heavy weight moved to the 'bottom'. Now here was another error I made. With this mock setup the space in the middle was air. And this would make the inner tubes float, not sink.
The concept that I came up with which proved false was this... A heavy weight falling a short distance moves a light weight a longer distance, the resulting upper center of gravity and weight produces a larger torque on the wheel than the torque produced by the lower center of gravity and weight.
I wrote a program that does all the calculations and draws a sketch. With this it was easy to see what was happening and why. And with no math errors! I've uploaded a view of the program with the actual dimensions I used.
Now aren't you glad I didn't post this nonsense until I could prove it true or false?

This is exactly what I have been working on (re: Environ), and I have come to the same conclusion. The fallacy in my mind is so strong that I just can't get myself to drop it, I think it was seeing the animations on that Environ website that made it seem like it could work. I haven't lost hope completely, but like I said, it is looking very bad for this idea.The concept that I came up with which proved false was this... Do you know calculus, because that would make that far easier. If you have an equation for the torque as a function of position, then all you have to do is take the definite integral with respect to theta which is bounded by [0,2pi]. Anything is possible on paper as with the Environ animations.

The burning questions in my mind are, when Bessler fell (or jumped?)from the windmill, as the ground loomed up did he see his shadow, and if so, was there six more weeks of winter?

And also, who's to say the windmill didn't suddenly move out from under him, leaving him hanging in mid-air for a split second, like Wiley E. Coyote, just before he falls to the bottom of the canyon? [Pooom!] (Okay, that last one's stretching it a little. The only way that could conceivably happen is if space aliens were involved, which brings us back full circle to "The Conspiracy".....)
