Possibly a set of ignition points and a coil on the levers, and a magneto coil as the weights fall, that leases a charge instead of a spark, but a movement of the weights?
So a series of magnets equaling the series of levers, creating a charge on the outer edge of the wheel, controlling the weights on the levers, making a up and down pumping motion, of the levers, while the weight of the magnets turn the wheel? Instead of the charge of the magnets. Hmmm
If cf was not ever a issue, then a series of magnets with different poles, graduly moving the location of weights on spokes making the wheel basically, out of round, would work but it doesn't !
