Yes! if it was one weight, or if there was no leverage. But there is 4 or more pairs of weights which work in multi-leverage system. Thanks this weights on falling side are "heavier" than weights on rising side. Or saying in other words; weights on falling side have greater potential energy than weights on rising side.
Two weights on seesaw are no more two weights - they became one.
Only leverage systems can be powered by gravity.
By he way, in the voting here there should be one more question;
"Is the PM device you have invented powered by gravity only?"
