For what it's worth, I believe the Bessler Wheel is composed of two parts. An overbalanced wheel (perhaps something like MT9) that is responsible for starting and maintaining rotation, and a motion wheel (something like a rotary version of the two stage oscillator) that is responsible for the lifting of the weights in the overbalanced wheel. Individually neither can maintain rotation or perform work, but together they reinforce one another. The overbalanced wheel is the PM component, and the motion wheel is the OU component. This has been my area of study for the last 10 years or so, and hopefully next year will be my year, as that is the year I turn 55!
