The rubber band acts as the centrifugal force. Combine with the washer form centrifugal-gravitic pair force lol
The heavy side is at angle so that its Center of mass does not moves vertical as the washers. Therefore the gravity component of the heavy side is absorbed by the angle.

Preliminary calculation.
If the system is perfect , the washers needs to be lifted 2.246 inches to reset.
The washer lifted 7 inches to reset with the efficiency of 30% ish.
However when lifted 2.246 inches, the system is 21% ish efficient.
Next, longer rubber bands to see if efficiency increase.
Sim or replication is welcomed.

Can you draw a diagram? How are you calculating your reset point? What is the weight and length of the pipes? What is the angle of them?
How much energy is going into the swing of the weight? How much energy does it lose if you capture the output energy?

Reset is when it successfully flip over.
Long leg is at 45 degrees and short leg is horizontal.
Washers drop straight down, no swinging but bounced up and down.
Long leg length is 14.5 inches
Short leg length is 4 inches
It takes 10 washers to balanced the system. 6 washers are being used.
I don’t count the bouncing energy after it reset, but I don’t count the bouncing when calculate it’s efficiency either so I guess it’s fair.
Pretty much when the weight dropped, it try to turn the long leg CW to 12:00.

How do you think your reset will be used on a wheel/device?

6 washers are dropped a distance to give a bit over the balancing weight of 10 washers. As they fall, they lose more height per rotation that the opposed weight (equivalent to 4 washers) are lifted across until past the tip point. The 6 washers have dropped a reasonable distance, injecting energy into the system, but at the same time losing a significant amount of PE.

I understand the angle , because of the torque at horizontal and 45 degrees i understand the advantage of torque angles , so it seems you want to use that with the increased distance on the lift side (if it doesnt balance out) , however i found in my own experiments that the weight going down will be the problem to reset , its always going to be the weight that loses gpe (moves down) that needs to reset in all cases for the tradeoff.

As long as it is OU, reset is not a problem. You can attached it to a generator and use the generator energy to reset or put it into one of the MT to get permanent Overbalanced.
Like I said, if you drop a distance of Unity, the system efficiency is found at 21%. That means we lost 80% of energy to friction and vibration. So it does pretty well, if not OU.

False alarm,
Suppose to add 10 on the heavy side and 6 on the right side.
I did it and it takes 5 inches to reset, but it’s a big increase in efficiency. Actually double the left suppose to double the right. I haven’t account for the mass of the right 8 inches horizontal PVC. So suppose to be 10 on the left and 9 on the right. Still OU I think.
