Have to back up,
Maybe there is a way that will work. Cross coupling is the key to it. The pendulum would stay vertically, not swinging either way and, keep or hold the rollers to one side------------------Sam

Getting a better Idea,
I'll try a Ring & Roller with a crank shaft at the very center. This roller and shaft, (with chain and sprockets), will drive the outer crank shafts. There rollers will drive the wheel----------------------Sam

I finally realized that a gravity wheel can't use the kinetic energy in a falling weight. Instead it, (some how), has to convert the constant force of gravity directly to continuous rotary motion.
Similar to the way that an electric motor converts magnetic force to rotary motion-----------------Sam

J'ai fais un essai avec une manivelle déportée et mobile par rapport au pendule (Deux pivots), pour contraindre les barres vers la droite,
Cela ma l'air plus fonctionel que la manivelle fixée au pendule.

This seems more functional than the crank attached to the pendulum.

I was afraid you had given up on these horrible rollers! I've made some important changes. The cross-bars go away and the pendulum. It, the pendulum, has been replaced by a heavy Ring & Roller at the center of the wheel to drive the outer rollers. With sprockets and roller chain. It keeps it's crank shaft.
The big roller,(in the center), has no effect on the turning of the wheel,(as every one knows), but, with a sprocket and chain it can turn the outer rollers / displace them to one side, which turns or drives the wheel.
Hears how it works, or at least how it's supposed to work. The center roller is forced backward by the chain. As the wheel turns it wants to keep rolling foreword. In doing so, it turns the outer rollers. They turn the wheel and on and on it goes, where it stops no one knows. The outer rollers have to have a drag link between the crank shaft and it's roller. The crank shafts turn opposite to the rotation of the wheel------------------------Sam
ETA It's really fairly simple, the center roller drives the outer rollers and the outer rollers drive the wheel.

Update,
I found a way to displace the rollers. A horizontal lever,(like a shovel), is supported by a pendulum. The pend. holds the shovel against the roller. It kind of lifts / scoops the roller to one side--------------Sam

Looks like TWO rollers working together in unison might work. The first roller is fitted with a back stop clutch to prevent it from rolling back wards. The two are connected together by roller chain and sprockets. As the wheel turns it, the 1st roller, (it could be considered a prim mover),rolls the 2nd roller forward and outward continuously.
With it being constantly OOB, the wheel will have constant torque. However, this hasn't been fully tested yet----------------------Sam
ETA The clutch has to be translating for it to grab. It can't be rotating.
