The parts I was waiting for arrived today. Have assembled those to the wheel.
Now have to arc weld quite a few hex nuts to the ends of threaded rods.
Each weight has 10 metal parts assigned to it.

Have got my wheel about 70% assembled.
Discovered a conflict on the perimeter where parts couldn't move, but figured another way to hold the inner rim out from the faceplate so they don't hit any more.
When I drive to town, everything about the sights along the way look different, there and every where else. And those people sitting over there....they haven't a clue what is it I'm up too, and if they did, wouldn't come close to a solution if they tried at all.

my wheel is producing five lbs and two oz of overbalance
Weights are free to move this time. The levers which move them aren't connected yet.
Will post a picture of a sort of pendulum wheel that I mentioned earlier, had failed, Wheeler. I learned a lot from that one.
