I don't understand your question Walt .. some thoughts ..
Rephrasing so I understand it ..
If the art of perpetual motion (PM) can be mechanically proved and repeated, then it would be self evident that the principle of PM is contained within the Laws of Nature ! If descriptions of the said mechanical embodiment of PM can be found in the words of God, as transcribed by man, and the mechanical similarities (i.e. lack of novelty) between the two is obvious and accurate, is it not proper to give God the credit or glory ?
First .. not everyone believes in a, or the same, God .. less contentious common ground is Natures Laws
Second .. prior art = background art, lack of novelty
Third .. if the link between mechanical PM contained in the written words of God and a proven working device today can be established beyond reasonable doubt (to civil standard), then presuming the inventor had read said words of God and description, and it materially influenced his or her discovery, then he or she may well acknowledge and give credit and glory to the author of said established "prior art".

Walt .. if you should be thinking about the bible story of Ezekiel's wheel as that PM 'prior art' your conscious is wrestling with, then I don't think the bible story detail and any rendered pictures of a wheel would meet the legal definition of a defensible "prior art" imo .. should you be successful with your PM device then of course it is entirely up to you where you place the discovery 'credit and glory' ..
