Not persé. A wheel with an unequal mass distribution will just have an acceleration which is a factor of gravity determined by this mass distribution and wheel inertia. Perhaps static/dynamic friction and weight/leverage juggling will cause some rate-change and will have its 3rd (4th,5th..) derivative effects. Or, an unbalanced lever system will start to find balance at a certain speed accelerating at a maximum of 9.81m/s^2. Around balance it could slow down due to whatever mechanism, giving rise to all kinds of derivatives. As I see it: still gravity at work.
As I currently understand Grimer's use of the 3rd: is to single out this 3rd and use it as a cause to be applied on some weight or wheel where it has an effect on wheel acceleration and velocity etc...
Perhaps simply a semantic-problem or distinction: or, as long as a wheel rotates by itself then in the end nobody would care if a 3rd is either cause or effect (they'll just happen at the same time).
Besides that, thinking in 3rd's might very well overcome some cognitive obstacle :-)
