Yep - the Waenga wheel doesn't work for sure, but one this is for certain - nothing will work on the Bessler wheel without employing springs to give the weights a minor push through the dead zone. Reading about Christian Huygens and Robert Hooke and their inventions and squabbles can give added insight. I think I read Bessler monkeyed around with clocks and perhaps was influenced by these gentlemen.
There is a topic somewhere on the forum that says something like, "Bessler's Wheel was a clock!" and although that statement is false, he certainly put some clock-like functions in his wheel.

I disagree with this statement, there are functions which are doing the same movement and don't contain any spring.
An oscillation function must not necessarily contain any spring.
I see it as sure what you are saying that the mechanism is stacked. That function I have also in my construction.
It's a oscillating carrier which is carrying an oscillating/movable weight on its top.
The movement itself is from the class parasitic oscillation. A wave is carrying a wave.
More exactly it is a longitudinal wave with is carrying a wave.
You can analyse the movement and the characteristic of the swinging in your wheel, and I am pretty sure you will come to the same conclusion.

I think you know the forces exerted on the tree when a mass is swinging from branch to branch.
The children are playing on the pillars.
I personally think you are not far away from another solution with your pendulum wheel.
Hopefully you can control the amplified oscillation.
