I would agree that it can be used somewhat as a lever, at least operate levers in the proper format.

That means an experiment has to be performed. The mass of the fluid is added to the small mass but it can be small. Liquids don't compress much.

The idea is to transfer force. Air is much lighter and if compressed transfers force nicely. Wonder what happens if you have a small ball next to a balloon and you roll a heavier ball into it. I am looking for more than an elastic collision. The balloon is constrained so most of the surface is rigid. Unconstrained it is just an elastic collision I think.
