I agree that both the scammer and his victim(s) both share some blame in the crime that takes place. However, I would put the major share of the blame on the scammer. It was he who sought out and entrapped his victim in a web of deceit. It was he who stood to benefit the most from a successful scam. And, it is he who must serve the jail time...
