Weblog permissions fixed

Sorry for the inconvenience. Weblog permissions should be fixed now, so all weblog owners should set your reply permissions to "Registered users," "Friends only," or "Weblog owner" as appropriate.

I don't recommend allowing guests to post if you want to avoid spam, but it is your choice.

P.S. Grimer, Michael, and LiB, thanks for using the blog feature and sending feedback. It's been a long lonely time as the only blogger for a few years since I added the feature.
