Can the control board be programmed/built to detect/sense the water level (or detect the rise/fall of object),
and if water level reach a certain height, it open a valve (or lock an object);
and when water level drop a low height, it close the valve (or unlock an object) ?

Yes, helloha, it can easily do that, but so can any microcontroller. I could help you, or if you wNt to do the research yourself you could try a small "arduino" with a relay board. You have to decide on the hardware to do the latching.

Awesome that you can help, but unfortunately the basic experiment I'm trying out keep failing lol ..... maybe later :)
