Just this morning I was re-reading the wiki page clue you mention more than once in your post. I went to my notes about that "quote" which has a translation with a different emphasis, which I include below.
wiki pages Bessler :- "a great craftsman would be that man who can lightly (easily) cause (throw) a heavy weight to fly upwards!
Who can make a pound-weight rise as 4 ounces fall, or 4 pounds rise as 16 ounces fall.

Stewart Hughes translation supported by Tinhead (a German native speaker).

If you read the equivalent bolded portions of both translations you may see that they convey different messages.
The one by Stewart and Tinhead (Rainer) is more cryptic because there may be a mind trap there. Because B. talks about pound weights and quarters, which could mean part of a circumference or something else besides breaking the Laws of Leverage and Mechanical Advantage for instance.
Worth keeping alternatives in mind in dealing with B's writings imo.

FWIW I can't imagine that the energy budget doesn't balance. i.e. mechanics may allow quick acceleration and great speed or heights gained but the same energy Output must first be stored (as Input) in a structure by the shrimp or flea, albeit over a longer time than energy release. Haven't read anything that suggests a lesser energy requirement.

But the other reaction you can not see, the flea has shifted the earth !!
I will turn it around now, the flea is stationary and has shifted the earth.
You cannot detect this because you are the observer, and you see only the move of the flea.
So the jump of the flea will cause a movement of a very big mass, the earth.
What we have to do is, that we don't act against the mass of the earth. We need something between the flea and the earth.
A simple way is to put the flea on a turning lever. If he will jump now, he will create torque on a lever system. Then you can see the action and reaction.

the normal try to create a PM is always that we block the movement in the direction where gravity is working.
So we must prevent this blocking, have the contact to the earth, then the game is over, we have reached the lowest point.
What I have discovered is a swinging in the room, what Bessler has used.
A swinging in the room will allow a movement up and down and also from left to right in one go. also reversal.
This movement can be achived in many ways of construction.
An additional thing what I have discovered, that you must lift a weight faster than it drops on one side od the wheel. That was my sentence give gravity time to act.
The flea jumps up in a part of a second. Then give gravity time to put him back to the earth. So in this case gravity is actioning two times.

Your idea of an inverted pendulum is also correct. In this case you must catch the fall on a specific point, so that the inverted pendulum can reach his original height again.

At some point if you get enough people working on a problem, you would think at least one solution would happen or if it has, people suddenly become very secretive as if they hit the lottery. If I had the solution, I'd share it immediately. I don't want fame, I don't want money, I just want a way to power my house off the grid so I don't have to pay for electricity. Then I could switch to electric vehicles for my short daily commute and save myself plus others a whole ton of money! Once the genie is out of the bottle, he can't be put back in.
