A good design,
but I don't see the function how 1 Pound can lift 4 Pounds.
The jerk of the falling weight is not used to lift a heavy weight.
So I see it as a basis of development, which needs further Investigation.
Maybe an additional lever with the heavy weight connected to the fast moving weight.

If you rotate it clockwise,the weights on the ascending side actually apply more force.If it rotates CCW, then your asking 1 active weight to lift 4 neutral weights. In my experience,it's a non-runner.
Trying to turn the spinning in my brain into something useful before moving on to the next life.

Definitely a non runner. Turning clockwise a few degrees, you have two weights trying to lift three.

It appears to be a type of KE Spring Assisted Impact Wheel. It turns CW which the arrows show.
However the impact of a weight against stops, which is the more familiar embodiment, is substituted for a spring assisted lever-weight (lw) arrested by a 'back-rope'. And so the author calls it an Impulse Wheel.
Additionally there apparently is a Gliding Element to consider. This is somewhere in the 6-9 quadrant. Presumably where the lw is not yet against the physical stop. So as the wheel turns CW a little further the leverage increases on the ascending side until the lw comes to rest against the stop, to then be carried by the wheel until the spring pull activates to move it forward after 12 o'cl. The question is does this ability of the lw to turn retrograde under spring tension until against the stop actually give any 'gliding element' benefit real or imagined ?
I agree with everyone else that my initial impression is that as shown the wheel will not auto-rotate and will keel.
N.B.1. Impact Wheels (physical arresting against solid stops) waste KE in heat, sound, and deformation of materials (think MT18). And there is no asymmetric torque generated from that type of momentum transference i.e. conservation of momentum holds true.
Does using a back-rope arrestor change the dynamics significantly ? I think there will be perhaps less wasted KE of momentum transfer between lw and Wheel from Impulse but there will still not be a break of conservation of momentum or asymmetric torque produced to cause and continue auto-rotation, imo.
Has anybody contacted the email address on the drawing to find out what the next 3 stages are ? I thought this was an earlier 'working' design but perhaps it just a generalized principle to adopt ?

In my opinion we have to reuse the Impact in the following way.
A third of the Apologia Wheel must contain an additional Lever with the heavy weight.
The small weight is accelerated by the spring
and is making an Impact on the Lever.
therefore the heavy weight is lifted against gravity.
From the function it is a reuse of energy.
An additional fast lift up against gravity.
So the small weight was only the starter to lift the heavy weight.
The turning Point of the Lever Supports the turning of the Wheel.
So as is said in the previous post, we need more Investigation, the ground construction with the springs is good.
All is happen in one third of the Apologia Wheel.
