Just a note here... Bessler did not have a laser cutting tool... if his wheel was real it did not require that degree of accuracy.

If you have a design that has specs that tight then I would guess you're wheel probably balances and a small mistake somewhere in your calculations is showing you some teency bit of over-unity.

I'm sure that OU will come pouring out of a working Bessler wheel and it would be very easy to calculate extra OU. You wouldn't miss it.
