SK, remember that that clue about elastic arms was only speculation by Professor Christian Wolff. There is no physical evidence of such an arrangement and although it was reasonable to muse about the mechanism inside the wheel it is just that - someone's own ideas about what might be inside the wheel.

As for the pendulums I agree with Ovyyus, Bessler said they were designed to slow the wheel down for slow-speed operations.
